He then joined the Park Service, serving at Washington's Birth Place as ranger and historian until his retirement in 1967. Mr. Flemer was a Veteran of World War I participating in the campaigns of St. Mihiel and Meuse-Argonne in France. He is survived by twosons, Carl F.

Man Is Killed In Petersburg Times-Dispatch State Staff PETERSBURG City police continued their search yesterday for a man they believe shot an insurance agent to death late Friday as he sat in his car near the downtown business district.

A police spokesman said Robert David Sweat, 55, of Prince George County, an agent with Beneficial Insurance was found slumped over the steering wheel by a city patrolman. The car was near Squaw Alley and Grove Avenue. Police said Sweat had been shot in the right side, apparently with a handgun. His left front pocket was torn open leading detectives to believe he was robbed. A nearby resident told police she heard two gunshots and saw a male running through the alley.

"We realized that the federal money wouldn't last forever," said Raymond H. Geisen, director of the Criminal Justice Services Committee, referring to a 1978 state report that forecast a decline in federal funds for Virginia law enforcement agencies. Geisen did not indicate which academies might be closed, and left open the possibility of additional shutdowns. "We 'are examining each regional academy and have asked them to submit a budget," Geisen said. "We're going to look at them with a sharp pencil and start cutting back to see what we need to do to keepquality police training." Earlier yesterday, state Sen.

Harris, director of the Division of Justice and Crime Prevention, said Friday he estimated that Virginia was threatened with the loss of $8 million in LEAA funds.

Geisen said he had been told by aides to President Carter that the White House and Congress don't support the continuation of LEAA funds. To offset the loss of federal funds in the 1980-82 biennium, the General Assembly appropriated $660,000 for police academies, Geisen said. But Geisen said the state money probably would be used in the second year of the biennium, leaving open the question of financing in the first year.
